Abstract

Fiscal policy is a policy that regulates or manages state revenues and expenditures with the goal of promoting economic development and maintaining stability. Government revenues and expenditures are one of the fiscal policy instruments. However, with the exception of distribution theory, none of the modern fiscal policy literature discusses ethical issues. Even so, it is only applicable to distribution theory. A library study is used in this research method. The outcomes of this discussion show that fiscal policy in Islam has always used a balanced budget system (a balanced budget) that is managed through Baitul Mal since the time of the Prophet SAW until now. Zakat, infaq, shadaqah, waqf, ghanimah, fa’i, kharaj, jizyah, u’shur, and khumus are examples of Islamic fiscal policy instruments.
